Greenoaks Backs ALSO at $1B
ALSO announced that, with a $200m investment from Greenoaks, the company is now valued at $1B. The funding was expected to accelerate ALSO’s path toward building the world’s leading micromobility products and technology. Alongside existing partners, Eclipse and Rivian, ALSO expressed confidence in its rapid growth in the micromobility space. In March 2025, Rivian Automotive launched ALSO, with initial funding of $105m from Eclipse Ventures.
Lime Partners with Hello Cycling
Lime has partnered with Japanese bike-share service Hello Cycling to integrate their apps and port networks, marking the first collaboration between a global e-mobility provider and a domestic bike-sharing company. The partnership will allow users to access Lime’s e-bikes and e-scooters alongside Hello Cycling’s 50k electric-assist bikes across 11k stations nationwide. Lime also introduces its LimeBike e-bike model to Japan, designed for ease of use and familiarity for its global user base.
Germany Sees Surge in E-Scooter Accidents
Germany reported 11.9k e-scooter-related injuries in 2024, up 26.7% from 2023. Fatalities rose to 27 (all riders), compared to 22 in the previous year. Among the injured, 83.9% were riders, while 4.7% were passengers despite laws prohibiting multiple riders on e-scooters.
E-scooters made up 4.1% of Germany’s 290.7k traffic accidents with injuries in 2024, up from 3.2% in 2023. In comparison, bikes accounted for 32.1% of such accidents, with 445 cyclist deaths, nearly 14k serious injuries, and over 79k minor injuries.
Fairfax Expands Capital Bikeshare Network
In Virginia, Fairfax County has expanded its Capital Bikeshare network with 10 new stations and 70 additional e-bikes, including hubs at Huntington and Innovation Center Metro stations. Since launching in 2016, the county’s system has grown to 94 stations with 500+ bikes, now connecting all Metrorail stops.

Guelph Considers E-Scooter Rentals
Guelph city in Ontario is reviewing a plan to bring e-scooter rentals to the city as part of a bylaw update, with council set to consider it next year. The city already allows personal e-scooters under Ontario’s provincial pilot program, extended to 2029. Rules require riders to be 16+, wear helmets if under 18, and follow limits on speed, weight, and use on certain paths.

UK Government to Introduce E-Scooter Regulations
The UK Labour government has pledged to introduce legislation to regulate e-scooters, criticizing the previous conservative administration for delays. The move follows safety concerns, including six e-scooter related deaths and 416 serious injuries in England in 2023. The reforms aim to establish a clear regulatory framework for low-speed zero emission vehicles (LZEVs), including e-scooters, delivery robots, and last-mile vehicles. The government says the changes will improve safety for riders and pedestrians, while encouraging investment and responsible use. Existing rental trials with licensed operators, such as Lime, will continue, but stricter oversight is planned to tackle illegal use and prevent street clutter.
Goldman Raises Ola Price Target, Amid SoftBank’s Exit
Goldman Sachs raised Ola Electric’s price target to $0.82 (from $0.72), citing the company’s revised battery cell plan (5 GWh by 2030 vs. 20 GWh earlier), PLI benefits, and refreshed product pipeline as long-term growth drivers. Meanwhile, Ola’s stock fell 7.1% last week after SoftBank cut its stake from 17.83% to 15.68%, selling 94.9m shares. Despite this, SoftBank remains a key institutional backer post-IPO.
Chula Vista Tightens E-Bike Laws
Chula Vista’s new Electric Micromobility Vehicle (EMV) Ordinance came into effect on September 4, 2025, with an education phase running until December 3 before full enforcement begins. Riders under 12 are prohibited from using Class 1 and 2 e-bikes. Those under 18 cannot carry passengers and must wear helmets. Class 1 and 2 e-bikes are restricted from sidewalks in business districts and designated areas, while Class 3 e-bikes and scooters are banned from all sidewalks citywide.
UK Police Seize Over 5.8k Illegal E-Scooters
Police forces across England and Wales have seized more than 5.8k privately owned e-scooters used illegally on public roads or in antisocial behavior over the past three years. Under current UK law, private e-scooters are banned from public land, though rental schemes are permitted for licensed riders. Seizures increased significantly in 2024/25, with Derbyshire and Thames Valley police recording the highest numbers. Penalties include £300 fines and six penalty points for uninsured riding. Despite a proposed bill to raise public awareness, e-scooter legislation remains under review amid safety concerns, including 2.1k road collisions linked to e-scooters in three years.
NYC Proposes Crackdown on Unsafe E-Bike Batteries
New York City is proposing a ban on the storage and use of uncertified lithium-ion e-bike batteries following a surge in deadly fires. The NYPD would enforce penalties, including confiscation and disposal of non-compliant batteries. The move comes after data showed a sharp rise in injuries and fatalities from battery fires, with 18 deaths and 150 injuries in 2023 alone. The FDNY drafted the rules, which build on a 2023 law prohibiting the sale or lease of uncertified batteries. A public hearing is scheduled for October 1 before final adoption.
